Shouldn't be too hard. Beholders are aberrations, which means you can use a scroll of Polymorph Any Object to become one permanently if you begin as an Elan (LA +0 base race). You can afford this scroll be ECL 3 according to wealth by level.

Ur-priest requires Will +3 and Fort +3, so do any class with good Fort save for the first three levels and then turn yourself into a True Beholder.

XXX 3 / Beholder Mage 2 / Ur-Priest 2 / Mystic Theurge 10 / YYY 3

Boom, 9th-level arcane and divine by 17th level.

That's pretty much the only way to get into Beholder Mage, though, since a Beholder isn't a PC race. You need to cheese it with Polymorph Any Object.

Most DMs I know would make you an NPC if you PAOed yourself into a Beholder. After all, a Beholder is not a playable race...

It is, just not one most would want to play. Something like 11 RHD and 7 LA also means that you can't really start until forever in.
