First is there an official Changeling Paragon class?

Second is there a way to boost the racial Disguise Self to allow a Size change (looking to imitate a halfling, including the Small size)?

Well, there's the Doppelganger Bloodline, but that's not quite what you're looking for. That's all I've got, though.
