How would you go about doing it? How would you make it cost something to use it? Desert Wind in particular could strongly benefit from a Searing Spell equivalent, but I have no idea how I would go about doing that.

A basic Google search got me these two sets of different meta-initiation feats, with different mechanics: One (http://www.giantitp.com/forums/showthread.php?162975-3-5-ToB-Metainitiation-feat-PEACH), Two (http://www.giantitp.com/forums/showthread.php?42254-quot-Meta-Maneuver-quot-feats). As well as This feat (http://www.giantitp.com/forums/showthread.php?256952-Well-they-said-it-was-quot-blade-magic-quot-Feat-PEACH) which, among other uses, allows one to modify their maneuvers with meta-spell-like-ability feats (such as Quicken Spell-Like Ability, Empower Spell-Like Ability, etc). And this thread (http://www.giantitp.com/forums/showthread.php?222117-Metamaneuver-Feats-Sword-Techniques-for-TOB-3-5), which asks a similar question, and various posters supply ideas and fully mechanized examples as the thread goes on. That was the first page of results, and only from Giant In The Playground. I'm sure there're many more implementations for you to look at for inspiration lurking about the net.

Actually I had the idea of Meta Disciplines, entire disciplines that deal with putting its own maneuvers into others to modify them. I've been working on something of the sort for a while but keep hitting road blocks since I'm not all that familiar with the system just yet

Well, I feel rather foolish now.

There's no reason you can't make your own, just because a few different interpretations already exist. Just know that the Tome of Battle is ~8 years old and homebrew is still getting made for it (I haven't counted them all, but I think we have something like two hundred disciplines (http://www.giantitp.com/forums/showthread.php?255468-Homebrew-Martial-Discipline-Compendium), or some ludicrous number like that). Chances are you can find something similar to what you're looking for, whatever it is, and tweak it to save yourself time. Assuming that time-saving is what you're looking for. If you just like to make stuff, certainly nothing wrong with that.

I thought of it when I first saw the Sublime Tapestry and Bloodstained Gutter (Incomplete) disciplines linked in the compendium you linked.
