I don't know why I pick a character with the worse Cockney accent and the parody of lower class accents and hooligans that spoke the accents pretty well.
So who do you think had the best Cockney accents?
Orcs from Lord of the Rings modern franchise, especially Shadow of Mordor (https://www.youtube.com/watch?v=tYzP7W5kfbM).
against
Bert from Mary Poppins, to be fair, I kinda like him despite his bad accent

While I hate to say Bert (seriously, he'd get a kicking if he ever showed up within eatshot of the Bow Bells), he wins simply because he's attempting to do a Cockney accent. The orcs have a New Zealand accent (Urukhai especially in the LotR movies).

Edit: Huh, word filter didn't pick up Cockney.
