If an abjuration creates a barrier that keeps certain types of creatures at bay, that barrier cannot be used to push away those creatures. If you force the barrier against such a creature, you feel a discernible pressure against the barrier. If you continue to apply pressure, you end the spell.
how judge that someone push someone? by caster's or target's will? or is it use a weave grid as reference system?

What on earth are you going on about? What are weave grids? If an Abjuration spell creates an effect that prevents certain creatures from entering. So you can be surrounded by affected creatures and they cannot enter the area. If you try to force affected creatures out of the way, you get a feeling of pressure that the spell is about to collapse. If you try to push more, the spell collapses. E.g. You cast Magic Circle against Evil on yourself. This prevents nongood summoned creatures from physically entering the AoE in any way. If you are surrounded by a bunch of summoned animals, these cannot touch you. These animals are blocking access to a bridge you want to cross. If you try to move so the spells AoE moves into the animals' squares (making them move) the spell will fail.

Not to mention that I don't see how this question is in any way related to the title of the thread (but the answer is "yes, mostly")

It uses the spell's radius with the caster as the focal point (since that line only applies to abjurations that move with you.) If you get too close to another creature, you risk collapsing the abjuration and ending the spell.

The last sentence is a way for the DM to warn you in-character that you're about to "pop your bubble," so to speak. Say, if you are moving around but get too close to an invisible creature. It would go something like "as you are about to move into that square, you feel a pressure against your antilife shell (http://www.d20srd.org/srd/spells/antilifeShell.htm). Do you want to finish your move?"
