I'm trying to build a ghost to function as a melee combatant, using ghost touch weapons and armor. I'm just not sure how to figure out how to do the damage on his melee attacks with weapons... would he just do the weapon's normal damage (since he has Str --, which would essentially mean Str 10), or is there something in place for adjusting melee weapon damage with a Strength-less creature?

I'd say, just treat Str as 10. If your table allows Dreamscarred Press, then you should be a Finesse-based fighter using Deadly Agility. I think there are other, 1st-party ways, but they're hilariously limited.

I thought they used their Charisma score in place of Strength.

In pathfinder:

For incorporeal

It has no Strength score, so its Dexterity modifier applies to its melee attacks, ranged attacks, and CMB.

It is entirely quiet about damage, and has no mention whatsoever of charisma in regards to regular attacks.
