When you DMM: Persist a spell and use Turn charges, do you still consume spells per day for the original slot?

Yes.

This carries over to all sources of discounted or "free" meta-magic. Reducing the meta-magic modifier to +0 means that the metamagiced spell only consumes a slot of the original level of the spell.
