Does Dread Witch work as intended?

Dread Witch's capstone says that it ignores immunity to fear. But does that mean that things still immune to mind-affecting effects are still immune to Dread Witch fear effects? I feel like it's fair to let it go the extra mile because enchantment is so spectacularly weak.

Seems to be a RAW vs RAI issue.

Id say Fear Witch would be allowed to affect things immune to mind affecting.

Because

1. Almost all fear effects ARE mind affecting.
2. Most things immune to fear are also immune to mind affecting as well, with only a small handful of examples that arent.
