I was wondering if a paladins mount has to be a horse. I wanted to take the feat devoted tracker. But have it so it effect my eagle instead. So overall my eagle would be my companion and mount. Although a course I would never ride it around anywhere. All I want to know is if I can could consider my Eagle my mount for the special mount ability.

It has to be something you can ride.

Unless this eagle is Large, no it cant be.

The DMG p 204 has a list of alternative mounts for Paladins. It certainly doesn't have to be a horse.
In addition to that you have feats that can alter or change the mount, as well as ACF's, substitution levels, and PrC's.

optionally it can be any mount that meets the DMG requirements and has your DM's approval.

A Dire Eagle, IIRC is Large, also its not a bad combatant. Not great, but not terrible either. Personally i'd take a Giant Raven, but thats cuz i like ravens.

Also ya, you can have pretty much whatever your DM (or a PrC or ACF) lets you have. The rules on Pally mounts are kinda vague.

I'd go with a Battletitan Dinosaur, personally. ;)
