if a lv 9 druid casts control winds and gets winds of 51mph and a dragon has a fly speed of 150 feet/rnd, can the dragon be held at bay or forced down? flying up halfs movment, so this may help.
any one like to do the math or is this more of a DM call?

The spell text says "drives most flying creatures from the skies" this put's the ball in the DM's court. Big dragons definetly have a case for being exceptions.

The spell I like for this purpose is Downdraft Lvl 3 pg 72 spell compendium. Instantaneous duration drives creatures in an area down 100ft save for half.

This (http://www.d20srd.org/srd/weather.htm) pretty much gives you exactly what you need.

At 51 mph: small or smaller is blown away, medium is knocked down, huge is checked, and larger has no effect. Airborne opponents count as one size smaller than they are.

Thanks LTwerewolf, so dragon in question is checked but the lightning storm can still rain down on it..
