Could you, and if so how, have a character who optimizes the use of one or more cursed items?

Are you looking for class abilities and such that are powered by carrying cursed items or tricks to exploiting items on a standard character?

Either. The former certainly would be preferred if they exist, but if no such means exist then just tricks to exploring the items on standard characters.

Well nothing comes to mind for the former, but just exploiting the items can be very useful, though not as good as it was in previous editions.

Armor of Arrow Attraction-Perfectly functional in a grid dungeon.

Dust of Sneezing and Choking-Hideously broken as an item, honestly should be banned.

Flask of Curses - aoe debuff give it to a minion that can't do anything better.

Gauntlets of Fumbling- Give them to a manual laborer or huh there's like no safe job that uses dex.

Helm of Opposite Alignment- Toss it on every enemy you can.

Mace of Blood- Blood for the Blood God! This item has absolutely no drawbacks.

Medallion of Thought Projection- It projects thoughts in a cone, so think of it as a way of sending a message in one direction that can't be overheard from anywhere else.

Necklace of Strangulation- potentially useful as weapon, but the damage over time will be inferior to a lot of attacks and it doesn't disable the people it "chokes". With a 60,000gp price tag you're better off selling it and buying a weapon that's a better assasination tool.

Net of Snaring- as the description says; not really cursed.

Robe of Vermin- Useful on a sentry who's combat abilities don't matter, just the ability to not be oneshotted and raise an alarm.

Ring of Clumsiness- Could be used as safety equipment for a quarter of the cost of the normal item.

Cursed Sword -2 Potentially worthwhile for the ability to never be unarmed and always have it return to you. You can't get rid of the -2 to hit and damage, but you should be able to enhance it with spells.
