What's the best weapon for a character with two claws? The goal is an iterative + natural attack routine that doesn't sacrifice any natural attacks to hold a weapon. The only ones I can think of are unarmed strikes and armor spikes; are there any others?

I don't think Armor Spikes can technically be used with Claws, as they would both use the Hands/Arms.
But what you want is the Dwarven Boulder Helm (http://www.d20pfsrd.com/equipment---final/weapons/weapon-descriptions/helmet-dwarven-boulder) as your Primary, and a Blade Boot (http://www.d20pfsrd.com/equipment---final/weapons/weapon-descriptions/blade-boot) as your Off-Hand.
(note: strictly by the rules you can't use more than 2 manufactured weapons unless you have the "3 arms or more" requirement for the Multiweapon Fighting Feat, this means "helm+boot+boot" isn't normally legal)
Both only do 1d4 damage 20/x2, but they do combo nicely with most Natural Attacks.
There's also the Kobold Tail attachments (http://www.d20pfsrd.com/equipment---final/weapons/weapon-descriptions/kobold-tail-attachments), but that's pretty race specific (and sacrifices your Tail-Natural Attack).
Be aware that the Helm is Exotic, and the Blade Boot makes you treat all terrain as Difficult.

Hm. Blade Boot is an interesting one, since I'll have (Ex) flight by level 13 (this is for a Rageshifter Primalist Bloodrager, going into Dragon Disciple; it'll have a thread to itself in a minute) and can thus ignore difficult terrain. I'll have to ask my DM about armor spikes, though.
