I'm playing a campaign in my E6 Weird West (http://weirdwestdnd.wikidot.com/) setting, with some classes ported from Pathfinder. I'm taking some inspiration from SilverClawShift's First Tale (http://www.giantitp.com/forums/showsinglepost.php?p=6401747&postcount=1) campaign log, but not following that campaign precisely. The main inspiration is in the respawning undead due to "vestiges" piercing the veil and coming back to life.

I have the idea to do undead that continue to rise even after "killed," but weaker each time. The first generation have the following stats ("base" indicates the base creature to which the template is applied):
Undead (base subtype), 2d12+3 (toughness) = 16 HP, AC 15 (+2 natural, +3 misc), FF 15, Touch 13, Fort +0, Ref +0, Will +3, DR 5/slashing, base speed (usually 40/30/20), base fly speed (if any) clumsy, Str 12, Dex 10, Con - , Int -, Wis 10, Cha 1, proficient with simple weapons, Grapple +2, Bite +2 (1d6+1), Unarmed +2 (1d3+1 nonlethal), or base natural weapon

Each time they're killed, they rise again with half HP, lower AC, lower speed (losing the ability to run, hustle, and take multiple actions), and a penalty (-1, -2, -5, -10, -20) to all d20 rolls. This is intended to model the bodies being mutilated more and more each time they're killed. By the end they are basically unable to move, and more an environmental hazard than an enemy.

I'm wondering what CR is appropriate for this sort of zombie. The first generation is slightly more powerful than the human commoner zombie in the Monster Manual, but they rapidly become less threatening with each generation.

Is a CR 1 appropriate for this, or do you think it should stick to 1/2? Thanks.
