An airship flies over The Town. The merchant craft is a wide wooden structure with two bags of lifting gas attached to the side and a propeller at the back driven by a steam engine. It circles a spot near the Kraznayan military surplus sale and descends, landing gear emerging from the bottom. It touches down lightly, and the merchant quickly sets up shop. Two ramps open in the front of the airship, allowing access to the cargo bay, and the merchant sets up a table and a sign. The sign reads:

Grand Republic of Modallia

A second cargo airship arrives, touching down next to the first. The merchant updates the list of wares to reflect the new supply.

Federation contractors visit the shop to see the wares. They request to see demonstrations with the crossbows, shortswords, and ballistae.

While there is insufficient room to showcase the capabilities of the light ballistae, targets are set up to demonstrate the other weapons on. If a demonstration is wished for the light ballistae, one outside The Town can be arranged.

First, the light crossbows. The weapons are light and intuitive to use. While the amount of force required to pull them back is more than most other crossbows, it is worth it--in a demonstration the crossbows successfully propel a bolt a lethal distance into the target through iron breastplate at 100 yards.

Then the shortswords are shown. The man demonstrating them makes a great point of their lightness and ease of use, attacking a wooden target several times. While the swords are unable to penetrate breastplate or chainmail, they appear dependable and simple, and are fully capable of a killing blow through lesser armors such as leather.

The contractors are suitably impressed. They wish to purchase 2,000 crossbows, 5,000 shortswords, and 50 ballistae.

The merchant happily tallies up the charges.

5,000 X 14=70,000
2,000 X 50=100,000
50 X 1500=75,000

Total charge=245,000gp.

The goblins agree to the price, and leave, informing the shop that the money will be brought tomorrow, along with the carts to haul the supplies.
---------------------
The next day, a long train of carts roll up, about fifteen of them. First taking the swords and crossbows, they then begin work hauling out the ballistae, fifteen at a time. They work all through the day, but by mid-afternoon, the last ballistae is hauled off and ready to be transported to the Federation.

The merchant gladly accepts the payment, and with the aid of the goblins the crew of the merchant airships load the carts with the weaponry. The merchant adjusts the sign to reflect the sale of his entire stock of ballistae.
