Insult Swordfighting [General]
Prerequisite: CHA 13, Bluff 4 ranks.
Benefit:
You can use quips and insults to gain the upper hand in combat. During combat, you may roll a Bluff check during an attack. This is a free action, as you are just talking. The opponent may make a Concentration check, Will roll, or opposed Bluff roll (see below).
If you succeed, you gain your Charisma bonus plus 2 to your attack roll and damage.
If your opponent succeeds, what happens depends on what type of roll he made. If he made a Concentration or Will check, he is unaffected. If he made an opposed Bluff or Insult Swordfighting roll, he quips back at you, and he gets a Charisma bonus +2 to his attack roll and damage.
This can only be used by intelligent creatures, at other intelligent creatures. The two of you must speak a common language. This feat can only be used in close range combat, but can be used with bows and (maybe) spells.
This counts for a Fighters bonus feat.
Normal:
At the DM's discretion, this can be used untrained, at a -4 penalty.
Note:
This feat is generally (http://www.giantitp.com/comics/oots0393.html) used with rapiers (http://www.scummbar.com/community/games/swordfighting/), but there are exceptions. (http://www.giantitp.com/comics/oots0349.html) This feat can be used with any close ranged attack.

I still can't believe Rich never played Monkey Island.
This is a good feat for a less serious campaign. I'd probably allow it.

Mechanically, it's unbalancing. Compare it to the Samurai's Kiai smite, which adds charisma to attack and damage a limited number of times per day. A swashbuckler with this feat could easily have "to hit" and damage bonuses far in excess of anything at a similar level. The flavor is nice, but it's very very broken.

I like it, and one of my friends would love this feat, since he is quite good at cracking jokes at the table. I'd allow it, since the enemy has a chance to resist it, plus it's language dependant, and can only be used against intelligent creatures. So it's really not that broken, since there are several ways it can fail. How many fighters are going to have the languages to use this against every one of their opponents?

@storybookknight: Ah, but this can only be used against intelligent creatures, and the two of you have to speak the same language. Plus, he gets an opposed check.

Not everything speaks common. And as far as I'm concerned, just because the monster manual entry says every single creature of a given race speaks common, I wouldn't give it to every one of them the players encounter.
