Spell Issues

Don't take me wrong, I loved everything I've read about 5th up to know. Some spells however seem awfully off.
Project Image for example, is a 7th lvl spell as it always was, but does not allow you to cast spells through it. It is actually a version of scry within 500 miles. Does'nt this seems to low for a 7th lvl spell?

It is a quite different spell now. The duration is 24 hours instead of round/level. And the range is not 200~300 feet that requires line of sight. If you could cast fireballs from it, it would be very scary.
