Looking for a race for an NPC

So, in order to build a MASSIVE multilayer joke next campaign session (which, if they get it, will provide the key to the villain's lair), I need to dig up a race to use. Need to find something that is as close to Human in appearance as I can, but colored blue. Preferably with a Charisma bonus, but that's negotiable.

The undine (http://www.d20pfsrd.com/races/other-races/featured-races/arg-undine) springs to mind immediately. The samsarans (http://www.d20pfsrd.com/races/other-races/uncommon-races/arg-samsaran) also have pale blue skin. Sadly, neither race has a Charisma bonus.

Maybe some form of aasimar?
