Apparently GameStop is running a promotion (http://www.gamespot.com/articles/free-pokemon-x-y-shiny-gengar-now-available-at-gam/1100-6422181/) right now. I guess you just walk into a participating location and ask for one of the cards? Just missed the free shiny Gengar, but for a limited time, you can get one called Diancie.
