Ok, I am hoping for help in finding a perfect race to use.
The perfect race would be small, LA +0, at least a +2 for Dex, no negatives to Int... and has to be evil.
Any help would be awesome, thanks.

The Jerren from BoVD are evil halflings. They're almost identical to vanilla halflings.
Alternately, just take any +Dex small LA +0 race, and make them evil.

You write "Evil" on your character sheet?
don't quite get why you want to play a race thats inherently evil, instead of say just a race where your character happens to be evil?
Murkdweller -6str, +6dex, -2wis, -2cha and Tiny would probably be the obvious bet

Need the evil subtype not the alignment.
I need this because those with the evil subtype can ignore the negative parts of Taint.

A race being "always Evil" still doesn't give it the subtype.

Abyssal Maw and Abyssal Skulker from MMII are (relatively) low ECL Outsiders (Evil).

There's also the rather expensive ritual in Savage Species that can net you alignment subtypes.

I would use a Blue, and they have psionic focus to boot. I consider it a typo that they're LA +1 considering how bad they are, but you get the added bonus of roleplaying in an awesome accent, which varies from table to table with goblins.

EDIT Whoops, nevermind on that .... needs the subtype.
[Evil] creatures ignore taint, but so do (iirc) Undead. Would a Necropolitan creature (Kobold, or anything else small with a Dex bonus) be possible?

My DM's cheese alarm is going off.
Are you thinking tainted scholar? If so, be warned that a DM could rule that such creatures have a -fixed- taint score, rather than being able to accumulate as much as they like without drawback. For [evil] cratures I think it was something like taint = 1/2 cha +2 or somesuch. (AFB)
If not, then you still might be spitting in the DM's eye by trying to get around an extra subsystem he took the time and energy to implement.

Creatures with the Evil subtype and undead creatures are immune to any negative effects from taint. They automatically have effective corruption and depravity scores equal to one-half their Charisma score, +1 for undead or +2 for outsiders.
not that it doesn't explicitly says that having the evil subtype gives you the +2 ... you'd have to be Outsider with the evil subtype

@ Telonius: If you are talking about the template then it isnt possible as Templates are banned.
@Kelb: Not thinking of that. I am making a factotum/Psion, and was looking for more feats... but yeah, its cheesy.

Lesser Wispling Divine Minion of Sebek, Small creature, -2 str, +4 dex, +2 int, +1 LA and EVIL type.

I think Divine Minion falls under "template" and as such, is not allowed. See OP's last post.
