Ok, this time I am looking for a race that gives a high Int bonus. Max LA is +2. I would need to know which book it is from. And by high bonus, i am hoping for at least a +4 to int. As always, all help is appreciated.

Well, Gray elf is a start...
Follow that up with a template... give me a minute, I'll find something.

Intelligence bonuses are generally pretty hard to come by. Domovoi from Frostburn has +4 Int and +2 LA, but it does have two racial hitdice. Other than that, as far as I know, you're either looking at +0 races with a smaller bonus (like Gray Elf, Fire Elf from UA, or Deep Imaskari from Underdark) or a larger level adjustment and more RHD (Ogre Mage, Janni, Naztharune Rakshasa from MM3, Pixie, Mind Flayer). I don't have that particular Faerun book on me at the moment, but I believe Lesser Tiefling are a thing (+2 with no LA). (For some reason I seem to remember them being missing from the book, but I may be mis-remembering). Obviously Drow have +2 with a +2 LA; Tieflings have +2 with +1 LA. Sharakim from Races of Destiny has +2 Int, but also +1 LA. Ghost Elf (from Dragon 313) has +2 Int and a +1 adjustment.

Primordial Half-Giant is -2/-2/0/+4/0+4 for +1 LA. Plus, some semi-nifty stuff.

You can always be venerable aged for the extra +3 too.

Phrenic Grey elf I think comes out to a LA of just +2, with -2 str, +2 dex, -2 con, +4 int, +2 wis and +4 cha with a boat load of psi-like abilities you get as you level and power resistance of HD +10.

DeepDragon 306 Venerable Kobold with the Dragonwrought feat is Int +5 for +1 LA. Probably want to use one of the elemental kobolds for better stats.

Deep Primordial Half-Giant is +6 for +2 LA.

Phrenic requires DM buy-in as the text says it is for critters that do not use class levels.
