Strip 428 points pretty clearly towards V being level 13. As V only casts Bear's Endurance, Bull's Strength, and Enlarge Person, all mass, on 13 soldiers. These spells all can affect 1 person per level. This implies that V must be 13th level or higher, and if higher, why not use them on more soldiers?

V could still cast them so they hit someone else or even herself. There wouldn't be any reason not to.
I've seen that arguement made before. My response to it is that V could just stick the 14th/15th people behind the first bunch. In 427 (http://www.giantitp.com/comics/oots0427.html) we're not seeing 13 spears skewering hobgoblins at a time anyway, only 7. The other 6 people aren't getting in on the action(yet), and are standing behind apparently, waiting for their turn.
People will get tired after a few rounds maybe, or hurt. Having the full 13(as opposed to 7) means you can rotate in a new guy if someone goes down. The same logic applies to 16 as opposed to 13. If you can boost some other guys, why not?
Plus, if it's just a size issue, V probably would have given bears and bulls boosts to someone(maybe that captain), and then told them to get out of the way for the enlarge spell.

Remember, We don't see all 13 being buffed. Only 8 at once. (I know its implied that all 13 are being buffed, but not necessarily!)

The general says that there are only 13 soldiers there expected to hold the gap, so I believe that implies that V is only buffing 13. No matter what is being said, it means that V is 13th level or higher.
