Ok we have skeletal mages who have spectral hands (http://www.d20pfsrd.com/magic/all-spells/s/spectral-hand) cast.

Now the good guys (http://cdn2.sbnation.com/assets/3568439/good-guys.png) cast protection from evil (http://www.d20pfsrd.com/magic/all-spells/p/protection-from-evil).

The question is can they skeletal mages (http://www.d20pfsrd.com/bestiary/monster-listings/undead/skeletal-mage) still use the spectral hands to deliver touch spells or are they not affected since they are not creatures.

Third, the spell prevents bodily contact by evil summoned creatures. This causes the natural weapon attacks of such creatures to fail and the creatures to recoil if such attacks require touching the warded creature. Summoned creatures that are not evil are immune to this effect. The protection against contact by summoned creatures ends if the warded creature makes an attack against or tries to force the barrier against the blocked creature. Spell Resistance can allow a creature to overcome this protection and touch the warded creature.

There is no summoning involved, so protection from evil wouldn't do anything.

"Summoning" refers to effects produced by a Conjuration [Summoning] spell or effect. Spectral Hand is a Necromancy spell, it's not even of the same school, nor is it a [Summoning] effect.

One might as well argue Protection from Evil makes you immune to Enervation, or Bestow Curse, or Fireball, and be similarly misinformed.
