3.5 DnD Retraining Psionic Powers

I read somewhere in my Expanded Psionics Handbook that you could retrain a psionic power upon leveling up. Now I cant seem to find it????

From what I remember you could retrain one power, every time you gain a new level, if you so choose.

where is it in the book?

retraining is in PHB2. it also applies to powers/spells. the rules aren't in XPH.
