Was thinking one day and realized I couldn't recall if there were playable Owlfolk for D&D 3.x or PF. Got me wondering what playable birdfolk are out there, what book(s) are they in, and will I need to homebrew up some?

Kenku is all I could recall. That or the Anthropomorphic Animal template.

Would I have to reskin one of the above to get a wise Owlfolk people or a peaceful monk-ish Dovefolk?

Citations, sourcebooks, and ideas all more than welcome.

Aarakocra from Races of Faerun (late 3.0, fairly compatible with 3.5) spring to mind.

Raptorans from Races of the Wild.

I think the 3.0 Oriental Adventures campaign book had rules for tengu (like winged kenku in looks) and a free online update to 3.5 as well.

Aside from the Tengu already mentioned, Pathfinder has Strix (http://www.d20pfsrd.com/races/other-races/uncommon-races/arg-strix) - black-skinned, winged humanoids - and Syrinx (http://www.d20pfsrd.com/bestiary/monster-listings/humanoids/syrinx), which are pretty much owl-folk like the OP was asking about.

Pathfinder has Tengu, but they have melee weapon proficiencies, natural weapons... and a con penalty

Races of Faerun also have Avariel (pg. 31), which are kinda like an elf-bird mix.

not particularly a "bird" but adding dragonborn to any race and taking the wings options is a 0 LA way to gain flight, despite full flight being a bit later on

raptoran is probably your best bet. anthropomorphized owl is possible. you could also take sparrow hengeyokai and fluff it as one of the many species of pygmy owls.

Came here to suggest the latter - Syrinx sound like exactly what the OP is looking for.
