What would be a good class / build for a flavourful Chaotic Good gambler?

Check out Lucky Dice (soulmeld), the Fatespinner PrC, the Luck reroll feats, Chaos Devotion, and the Pride domain (for rerolling bad saves).

Out of character? Yes, fairly often.
In-Character? Only against those that deserve it.

I got a crappy score partially because I forgot to add a bunch of things like his race to the table, but was overall proud of him.

Overall, he's a Bard/Sublime Chord (seriously just ignore his Wonderworker levels...) with Fatespinner that focus gambling. Throw in some Wild Mage for extra randomness.

Cheat is a personal spell.. It can be persisted. Make a bard so you can bluff your way out in case you get caught.

Fatespinner (Complete Arcane) and Fortune's Friend (Complete Scoundrel) would be good prestige classes to look into. If you're a halfling, there's also Luckstealer (Races of the Wild).

you can use 3 of luckstealer's curse of the fatespurned pool points to power a luck reroll from any source (feat, prc, etc) pick up ome bands of fortune. you can power it with your luck rerolls to get some bonuses.

Yeah, but I've never really understood why. Stabbing people with swords and/or setting them on fire gets a pass, but sneaking an extra house on to the board in Monopoly? You're going to hell for that!

A character who puts the C in CG could probably justify it.

Burning cards or charged dice thrown at the enemy. Or play dice with the god of lightning/fire.

Also profession: gambler is a must.

Look at spell compendium, Cheat was remade as a 1st level Bard spell (non-evil descriptor)
As a Bard you'll want sleight of hand as well and the skill trick that lets you conceal spellcasting.
Perform (acting) will be very good to use as it synergies with bluff.

1st lvl bard spells:
Improvisation: acts like a "luck pool" add bonuses to profession gambler for extra oomph.
Cheat: reroll when determining game of chance.
Sticky Fingers: Sleight of hand +10, b/c card dealing.

2nd lvl bard spells:
Entice Gift: (certain card games you can sneak this with conceal spellcasting and have the target give you good cards)
Know Vulnerabilities (not sure if it'll come up in a card game but it's an amusing spell for the theme)

3rd lvl bard spells:
Know Opponent (actually this is closer to what you want)
Unluck (b/c sometimes you need the other guy to do bad to make yourself look good, also good for setting up "bad rolls" on yourself to lure them into a trap)

4th level bard spells:
Ruin Delver's Fortune (this is just a good spell in general)
Voice of the Dragon - a spell use of suggestion is always nice to have and +10 to social skills (a way to bargain in poker)

D&D has always had a problem with Chaos and Evil getting lumped in together, since the very beginning (when there were only Law and Chaos, but it really just Good and Evil with the serial numbers filed off).
