Can one play a chain devil using savage level progression and are they in any sort of book detailing how to do this fiend folio or something?

Also how would one make optimal use of their racial hit die and abilities what class and feats?

Oh cool is this playable say in a low optimization party?

What kind of feats would benefit your racial abilities in the savage progression, any really good feats to take advantage of the chains and them being both lawful and evil aligned? Chain dance any good?

The racial progression suffers a bit more than average of the usual problems such bring: A low level of customization, as you have less access to feats and skills over your career.

I'd try to exploit the "these chains attack as effectively as the devil itself" wording. The chains work like primary natural weapons, but they're also manufactured weapons. There have got to be ways of boosting spiked chain attacks...at the very least Combat Reflexes and Stand Still will make you have some BFC oomph.

They are not very good, mainly because their ECL is so high. You're stuck in the racial class, like, forever. There are a couple okay abilities in there, but they don't scale well into high levels, so--much like a standard Fighter--you'll be contributing fine at the beginning of the campaign but plateau and fall behind once you get past the mid levels. It's telling that at level 14, you only have a CR of 6.

In a low-op group, this shouldn't pose too much of a problem, but you may find yourself frustrated at the lack of interesting "class" features as you level up. I mean, okay, you have dancing spiked chains...that's a neat trick. What else can you do? Regenerate? Meh.
