The Dragontouched feat says that you gain the dragonblood subtype and can select draconic feats as if you were a sorcerer. Is this second part specific to the feat, or is this a general effect of having the dragonblood subtype? For example, would a dragonborn qualify for draconic feats by virtue of its race, or would it still need the feat/sorcerer level?

Dragontouched feat is an exception to the general rule. (the sorcerer clause).
A dragonborn can qualify for other dragon-blooded feats, probably not the sorcerer specific feats.
A dragon-blooded/ dragon born rogue could for example take dragonfire strike because of it's prequisites.
A dragon born duskblade however, would still have to take Dragontouched, and then Draconic heritage before taking Draconic Claw

that's my take on it, (since I am AFB) I think "Sorcerer level 1" as a prequiside for Draconic Heritage is very straight foward, it sucks that it is that limited though.
