An enormous facility on the outer planes, the palace compound holds the home temples of the myriad gods of the bureaucracy, the barracks of the guardians, and the massive buildings of the Celestial Emperor's residence.

A meeting of the high council having just ended, the Minister of Fate exits the great hall and summons his underling, the Secretary of Prophecy.

The emperor commands that we use the current opportunity to resolve the situation with Inari

Which situation is this, your excellancy?

As you know, Inari has a long history of meddling in affairs that are not truly her concern. She insists on claiming an interest wherever her chosen subjects may be. While this often works to our advantage, this time she has gone too far.

She has taken a temple on a hub-world, and through that has become embroiled too closely with affairs of a barbarian race nominally related to foxes.

The Secretaryy of Prophecy sighs

Her obsession with those animals is most strange

The Minister shakes his head

Be that as it may, she has taken an avatar which is tainting her with evil: This cannot be allowed. I have declared the fates to be in foavor of Inari, but the Emperor commands that we have but one chance to save her. Come.

The two walk back to the Minister's own temple, where he produces a divine scrying mirror.

Long ago, these fox-creatures lived in an evil barbarian realm. Being resourceful as is the nature of their kind, they found a means to flee.

The mirror shows a dreary, frozen land deep in Gehenna. A line of werefoxes treks through a glowing portal.

Their priestess was overcome by a prophecy, and began telling it. As she reached a crucial point, however...

The mirror shifts and shows a vixen chanting. As she does so, a winged woman in heavy armor wielding a deadly sword comes up behind her with an enraged countenance. With a mighty sweep of her sword, she lops the vixen's head from her shoulders.

I am not sure if that is one of the barbarian fate-spinners, or one of their agents: but it makes no difference now. The critical parts of the prophecy were never told. This is our opportunity.

The Secretary of Prophecy looks confused

I humbly beg your pardon, Excellancy, but what opportunity is this. Surely the prophecy had nothing to do with Inari.

The Minister nods

You are correct, it did not. It is my intention to take control of the prophecy for our own ends. You shall deliver an ending to the priests of Inari that suits our needs. Then, with the assistance of the other ministers, we shall manipulate events to bring it about. The barbarian managers of fate must not be allowed to control a member of the bureaucracy.

The Secretary bows as he leaves the room

I shall do as you command, Excellancy

The next day, the Ministry is in an uproar. Fixing the damage caused the previous night has taken effectively hundreds of years, though the gods worked outside of actual time to do it. The Minister of Fate gets roundly roughed up as the principle cause.

When you botch something up, you do a thorough job of it!

Next time, just stay home.

Harried and exhausted, the Minister retreats to his own temple.

They think these things are so easy! I'd like to have seen them do better... At least things are going the way we want, now.

He goes to the mirror, still set up from the day previous, and watches the Temple of Inari in Town...

Oh shocking frell. Now there are two prophecies... and that in a hub-world. The Emperor will have my head if I can't straighten this out.

I have no records matching your "True Enchantment", so you've got it. There is no match for your "Spellweaving" within the bureaucracy, but your application is a bit of sophistry: you only get contested status for that.

Fenric exits the office and makes a short trip down the hall, to the Ministry of Foreign Affairs

Plot looks at the secretary as Fenric exits. "Remember; The fourth wall is dead and buried!" He says almost menacingly, before following the avatar down the hall and into the Ministry of Foregin Affairs. He wavs lackadaisically to anyone inside as he enters, "S'up?"

Fenric, come in. I'd accuse you of being up to tricks, but as you are a fox it would be redundant.

He turns to face Fenric and Plot

A little bit of intimidation to the stuffy secretaries of the Right is all fine and good, but Foreign Affairs is a thing we must take care with. Understand that if you use the dispensation against Auril, the Miinistry will have no choice but to accept should Bane press a demand against you.

As to what you came here for...

He looks back out the window

I understand your position, but I also still have strong reservations about it, even as I do about you.

The issue is complex. I placed my hold on Fenric's dispensation from the Ministry of Godhood for a number of reasons

The Minister sighs

Fenric's brother is not necessarily the best choice for that position. I understand the amount of work involved, but trading evil for evil is a waste of time. I am not convinced that Zakziril is trustworthy.

There is also the matter of a secretary that should be in the Ministry of Weather reporting to an Assistant Minister in the Ministry of Agriculture. We do not need more confusion around here.

I will surrender the dispensation against Auril: Levistus was freed in a timely fashion and will do the dirty work for us.

As to the other, I offer a compromise: we will surrender the claim on Zak to the Ministry of Storms within the Ministry of Weather. Then neither his alignment nor the conflict of interest will matter any longer.

The Minister of the Left arches his eyebrows in surprise

You volunteer this yourself? You would willingly give him up to Raiden's department?

Fenric nods.

Then so be it. On those two conditions, I withdraw my complaint.

The permission scroll against Auril disappears from Fenric's pack. Fenric bows and disappears.

He turns to Izumi and Krystal

You are every bit as bad as your father. You know that, don't you?

We prefer to not take chances, and Father tends to be insecure at times.

This young lady has given me an ultimatium: Either I do what she wants, or I ratify your suspicion that gods are arrogant meddlers with no regard for their followers.

He sighs and looks out the window

The truth is, some of us are; some of my ministers, even. But my duty is to see to the welfare of the entire bureaucracy. I have had to stand by and watch entire worlds die, in order to ensure that the remainder of a system remains intact.

He turns back

Obviously, this is no such case: your Town was meddled with, and therefore intervention is warranted to set it right.

He smiles

And rather than render Inari incapacitated for a month with the resurrections of seven hundred fifty odd people, it was well to come to me.

He turns and retires to his private chambers. Izumi chuckles and Krystal just shakes her head.

Flanked by a company of four Inevitibltes in the form of samurai warriors, the Minister of Justice exits the palace and marches to the temple of the Minister of Fate.

Mikaboshi! You are summoned to the court.

the inevitibles step forrward and surround the hapless minister.

What outrage is this? Why do you bring the imperial guard, as if I were a criminal to be arrested, Hachiman?

Because you are a criminal.

The Minister of Fate finds himself dragged from his temple and through the busy streets of the caital, to the palace. Straight down the main corridor, he is ushered into the presence of the Jade Emperor himself. The guards cast Mikaboshi onto his face.

After you so greatly displeased us with your failure, we ordered an audit into your activities

Mikaboshi cringes on the floor

Your serene excellency, I assure you that...

The emperor stands

SILENCE! It is enough that you failed us. But to know that you have a long history of defying the charter we gave you.

You were to oversee the fates: to ensure fairness, and to grant dispensaions to heroes. Instead, you helped your favorites, you thwarted heroes, and you have embarrassed the entire bureaucracy!

Hear now your sentence.

Mikaboshi blubbers as he grovels, and receives a kick from a samurai

You are dismissed from our service, and are banished to the mortal realms.

Remove him at once.

The emperor sits again, and attendnts bring him tea and refreshments. Hachiman bows reverently, then stands and grabs Mikaboshi by the collar and drags him to a well-like portal in the courtyard.

Mind that first step.

Nooooooo!

Hachiman throws the wailing Mikaboshi into the well.

To answer your first question, I wasn't aware I needed a sponsor, and have no idea how to get one. As to your second, I'm guessing you are asking what I'd be the god of. Travel. I am applying to be the Messenger-God of Travel. The man smiles.

It is the least respected of all portfollios in the bureaucracy. The worshippers of the lands we originate from find travel tedious and their attitude extends into their worship. There are always vacancies for travel gods, here.

While this makes little sense, the paper-ticket dispenser is on the desk. He gets "47". The sign on the desk says "Now Serving: 45"

Knowing that it is best not to seem to eager when applying for a job, James deliberately checks his pace trying to walk towards the door very slowly. Of course slow is relative and for James slow is still faster then anyone else can go. He opens up the door, and steps inside.

Now I'm so good at it that I've been everywhere and can go anywhere in the blink of an eye. Now I'm just as bored as I was before I started exploring and I figure being a road god will give me something to do."

I am sure that the Ministry of the Interior already has such a position covered, but they may be interested in assistance. I will forward you ammended application to them for review. Meanwhile, you can wait in the celestial city.

The minister writes out a pass and gives it to James.

An avatar in general is a manifestation of a deity on the physical world. An avatar can only embody a portion of the overall power of the deity.

NOW: Fenric is an interesting case.

There are three types of gods:

1. Beings who were powerful enough in their own right to claim the title.
2. Lower beings who were empowered by an existing god.
3. Entities who came to exist because of the focused belief of worshippers.

"Inari" is type 3.

Anthropologically speaking, the primitive peoples living in coastal China had a number of different agricultural gods. At their last successful invasion of Japan, the pantheon they took there became mingled with the shinto spirit-worship and earlier buddhist beliefs that had become established there earlier.

This resulted in "Inari" becoming a strange amalgam of several different personalties. Some male, some female, and each representing a different facet of the ideals that ended up bundled together.

This is not in keeping with actual modern Inari worship, which since WWI (yeah one, not two) has returned [mostly] to its strict Shinto roots and rejected the "later" additions (which were still a very long time ago). As far as they are concerned, he/she (still ambiguous) is a greater kami of rice, who used foxes as messengers and helpers. It's still far from simple, of course... :smallbiggrin:

In keeping with that background, I play Inari as a "composite entity". The original primitive rice god was Dasiuke ("great help"). He created Inari when he became tired of doing everything himself, and brought in others to help him. (This is in keeping with RAW, "Complete Divine"). "Inari" is the summation of them all, and manifesting her means that all the others have to be suppressed on the plane for that time - which is why the principle avatar so rarely appears.

A group of dwarven gods are in the throne room, hotly contesting that they did not send an assassin to kill Aesa.

The Minister of the Left is impatiently pacing, waiting for the emperor to get done with playing politics so his Senior Minister can be restored

The Minister of War glowers in the background, eager for a chance at a celestial war.

The Emperor sits on his throne and lets them agitate for nearly half an hour, before rising.

The room goes utterly silent.

First, we shall show that we do not allow our servants to be killed without our countenance upon the act

The jade emperor raises his hand, and incredible power begins to swell. Taking little bits of energy from everywhere, drawing even upon strange energies from beyond the normal world, the lord and creator of several universes attempts to re-create Aesa. The shattered and scattered fragments of her soul are gathered from their drifting on the astral plane as he seeks to reassemble her. Of course, not being a Norse god, it remains to be seen exactly what Aesa ends up being afterwards...

Aesa, however, seems to have lost whatever minor connection to the Norse pantheon she had left. Which honestly wasn't too much, considering everything she did.

The dwarves look at each other, at Aesa, at the Emperor, and generally look like they would really rather be doing something else.

Refuge, Ruin and Maph'tey are now quite a threat to the people of Town due to certain mistakes that I- and possibly the dwarves, have made.
As such, I believe we may need to protect our own. Perhaps the temple of Inari, and a few other places should be kept under the defense of those with more martial talent while we attempt to rectify the situation?

When the Minister of Natural Disasters protests his ability to help, Izanagi looks at him crossly.

Help which side, though? We want to protect the Town, not flatten it. At least Raiden can unleash violence without necessarily destroying quite everything.

What if I find these invaders from the outside offensive, Izanagi?

At this, his eyes go wide.

Except something just happened to her, and his fortunes went along for the ride. Worse yet: a distinctly hostile shadowy something seems to be lurking around his end of the palace.

There is currently a lot of turmoil in the halls, however, as two factions are sorting out. One, more loyal to the old lands, wants to run help. The other, more loyal to their old customs, thinks that perhaps letting the bureaucracy go away isn't such a bad idea. They aren't quite coming to fistfights in the halls... yet...

It is not obvious from the talk in the halls which side is more prevalent. It is likely that James-in-Town has heard rumors of Limos. Of course, that makes it look rather like neither side will be around much longer. However, if general disruption were to get rid of a side, it would be tilted toward removing the entrenched Bureaucratic gridlock.

The emperor finally convinces the celestials to give him some food and water. After a belated and insufficient dinner, he looks around with a worried expression: there don't seem to be any restroom facilities in the celestial palace.

The long answer: That kinda screws things up for the entire pantheon... Keep in mind the folklore lectures from a few pages back: the bureaucracy is an artifical overlaying of imported ideas on top of a pre-existing pantheon. That forced mingling is coming unravelled now that there's no powerful force holding it together. I'll have to get around to dealing with why Ameratsu allowed that a bit later... In RL, the change happened as a result of politics starting around 1890. ))

The heads are, rather unsurprisingly, the Minister of Government, favoring retention of the bureaucracy, and the Minister of Nature (who only sent an avatar to the Town) who favours eliminating it and returning to the traditional ways.

What does the Minister intend to set up to replace the Bureaucracy? Many gods, including myself, have had their powers granted by the Bureaucracy, and might lose them if its files and systems fall into chaos.

It is foolish, aggrevating, and an utter waste of time. Do we have so little to do that we need to hold staff meetings? It is not like we cooperate any better because of this structure. Your power came to you through your sponsor, not the artifical structure of the bureaucracy.

The organization is not to blame, and will not change. With one exception, we are all in the relative positions that we would have been without the silly titles.

We're just tired of the useless formality and rule-mongering. If one of us does happen to become more powerful, why should we need someone's permission to claim it?

We will still have superior and subordinate gods. We will no longer be forced to "report" to someone just for the sake of doing it, however. The silly and arbitrary divisions will be sorted back out by function and compatibility.

As to the other... you have mentioned the "one". Why the entire pantheon has to answer to a trumped-up human has always baffled most of us.

If you think someone should be subordinate to you, you would have to prove it to them. If you feel you have the ability to claim something that someone else hasn't already, then you just claim it.

I'm not entirely sure why you feel you need justification for a position. If you need sponsorship, go to the person you want directly. Why should you have to fill out a bunch of forms just to do that anyway in the end?

A god is undying - they never die. They do not age, they do not weary, they do not 'wear out'.

Immortal implies that you absolutely cannot be destroyed. This is not the case with us: we can be destroyed. It takes a great deal of effort, and is beyond the capability of lesser beings, but it can be done.

To the best of our knowledge... there is no such thing.

Bad hardly begins to describe it: we have lost the majority of our ministers, and the Left is ursuping the pantheon! Lady Izanami is here, but she doesn't seem to care!

They are distraught to see their beloved bureaucracy give way to a more efficient and effective structure. Many of their former-ministers will be recovered as soon as we can manage. Some few will be mourned fittingly instead.

I deny your hopes: the bureaucracy will remain. I hallowed it for a reason, which you have exemplified quite nicely. Without restraint, your chaotic natures will tear the entire pantheon apart.

She then turns to the chuckling members of the recently-resurrected Ministry of the Right

And you have piled so many useless rules up that the pantheon has become stagnant and frankly borders on useless. I deny your hope as well: most of your rules have to go.

Ameratsu sits quietly as her children protest vociferously, waiting.
