Is there a class for bard with psionic manifesting?
of should I just use psion/prc bard with magic-psionic transparency?

Among first-party materials, my biggest complaint with psionics as a whole is that there are very few non-personal buffs. It's very difficult for any psionic character to come anywhere close to being a party buffer. If you view party buffs as an integral part of being a Bard (and I certainly do), you're going to have a difficult time doing it with psionics.

I've been led to believe that there are some third-party materials that address this issue, but I'm not personally familiar with them.

The problem with prestige bard is that is specifically calls out arcane spells, which transparency would not make the manifestations count as.

Found here (http://www.bossythecow.com/TheThoughtsinger.pdf), basically a homebrew class written by Keith Baker. The guy that wrote up Ebberon for those not aware.

Seems to be a pretty simple conversion from normal bard to psionics, something I'll admit is sorely lacking from 3.5 and even Pathfinder.

DSP's Pathfinder Collective-based classes, the Vitalist (http://www.d20pfsrd.com/psionics-unleashed/classes/vitalist) and Tactician (http://www.d20pfsrd.com/psionics-unleashed/classes/tactician) have abilities that are readily fluffed as bardic in nature. They're inspired by 3.5 content, the Society Mind (http://dsp-d20-srd.wikidot.com/society-mind).
