Looking for a handbook or guide on how to optimize touch attacks to deal insane penelties ect. Not natural attacks but the touch attacks undead and such get.

Unfortunately basically every way to do that is enormously controversial. For example, do boosts to damage work, or do they instead deal negative energy damage? It seems like any boost to damage should also be a boost to ability damage RAW, but there's zero evidence that the designers ever thought through the consequences.

I think your best move is to avoid natural touch attack and use touch spells.

That way you can quicken twin and repeat them.

You could boost your save DCs through things like Ability Focus, but that is both obvious and likely not what you're looking for.
