Learning spells

Can a wizard learn spells that another wizard, prc into recaster or wyrm wizard. Like a wyrm wizard picked up divine power as an extra spells, could the other wizard put it into his spellbook. Same thing for transmuation specialists who took the acf to turn some spells into transmution spells.

Usually that prc say

YOU treat this spell a arcane spell instead of divine

And that mean other mage can't learn this spell from you

it says add it to your class spell list and that you can cast it. what about the transmuter acf.
