Need help with a bard build one of my player came up with

Basically what he wants to do is have 1 (or several) dancing swords cut with holes so they whistle as they swing around. He wants to use this as his bardic instrument. Could this work?

P.S. This is a relatively low op game.

It's not entirely unprecedented, it seems somewhat similar to Perform (Weapon Drill) which was introduced in Complete Warrior. There's also a couple magic weapons that work similarly to this iirc.

Of course, if you're playing D&D and not Pathfinder, you'd have to tweak the passive bonus a bit, but the idea of a musical instrument that is also a sword is around.
