Basically an item that lets you communicate with another sentient being with similar item anywhere on the same plane? Limited charges would be best.

I really have no clue about this, but do not want to make it a plot device.

Try the Aspect Mirror (4000 GP, Complete Scoundrel p. 113). However, that's unlimited use. If you want something with limited charges, then try:

Sending Stones (1400 GP, MIC). Sending 1/day, unlimited range so long as both parties are on the same plane.

Ring of Communication (2000 GP, MIC). Unlimited voice communication between linked rings, but only works when rings are within 1 mile of each other.

Linked armor property (+6000 GP, MIC). 3/day, limited to 10 miles, communicate telepathically with other Linked armor/shields.

Two wands of sending (11250 GP, DMG) would be similar to a pair of burner cellphones.

Get some Spellweavers orbiting around planet. They have 1000 mile range telepathy
+Mindsight means they can see anything living within 1k mile

Whoops, missed that one (6000 GP, MIC). This is probably the best fit for what you're looking for. Unlimited range on the same plane, connects up to four additional people, but limited use: 3/day, up to 10 minutes per use.

Supposedly Baator has heard of the idea. They'll sell it to you for less than the asking price, but adding a user or contacting a non-network plane requires a pretty hefty monthly fee. (Also, forget about switching to a lower-cost provider before your contract is up; you don't even want to know the penalty for that one).
