How would one go about optimizing a wild elf Barbarian (Primal Hunter) build in pathfinder? Any good dips, feats, anything to make the concept powerful?

Could you give us some info on your concept? Do you want to go Melee or Ranged? I'd basically just use standard optimization options for your attack method, look at Druid optimization guides for your spells and look at Summoner guides for the best Evolutions on your pet.

The Primal Hunter doesn't get spells or a pet...

Hah! I thought you were talking about the Hunter archetype (http://www.d20pfsrd.com/classes/hybrid-classes/hunter/archetypes/paizo---hunter-archetypes/primal-companion-hunter).

To be fair I thought you were talking about primal companion hunter (http://www.d20pfsrd.com/classes/hybrid-classes/hunter/archetypes/paizo---hunter-archetypes/primal-companion-hunter) too.

As for what works well I would think stalwart defender (http://www.d20pfsrd.com/classes/prestige-classes/other-paizo/s-z/stalwart-defender) Would be a good fit, Full BAB makes itterary attacks very nice and a frontline ranged is very dangerous place to be.

Just re read stalwart defender this is a terrible option as it calls out explicitly to not work with rage as I thought.

So looking over that archetype, the only really good thing about it is that you can get a Composite Longbow with a Strength Rating of 1 early on and have it count as one that's SR 3. Really though, you should be upgrading to an Adaptive Longbow first thing, so this really only helps you out during the first couple of levels.

Have you considered going with the Urban Barbarian archetype instead? You can boost Str and Dex at the same time, and still get a +2 on your Con via a feat later on.

Feat wise, just go down the standard ranged feat chain. It's your Rage Powers where you have some options. Personally I like Superstition and Ghost Rager (mostly for the Touch AC bonus).

While not the best idea...why not both?
Defender will be "normal" rage with +STR/CON, while you can dump your entire Urban-Rage into DEX.

Do be aware that Barb-DR and Defender-DR do NOT stack.
