A way to increase caster level for a monster's spell-like abilities.

Well, it depends on the spell like ability. If it is one that has a designated caster level, you might be able to use a magic item that increases caster level like an orange prism Ioun stone.

On the other hand, if there is not designated caster level it is based on total hit dice, so adding any levels would do the trick. The rule is in the SRD under 'special abilities' and 'spell like abilities'.

Yeah, should have specified. I was speaking of increasing a designated caster level. Specifically, raising a Balor's to 22 so it can slap Quicken Spell-like Ability on Greater Teleport.

I am 90% sure this isn't possible aside from handwaving the caster level being tied to its HD and adding 2 more.

Nice idea, but sadly specifies spells. Might be willing to hand wave it though.

If you're willing to get a bit extreme, a paragon creature (http://www.d20srd.org/srd/epic/monsters/paragonCreature.htm) gains a +15 boost to caster level of all SLAs.
