Can dragon effigies fly? [Archive] - Giant in the Playground Forums

Dragon's flight is not a SLA, EX, or SU ability. But the effigy template says they lose all special qualities.

If its not listed as SU, SLA, or EX, its Natural. Its not even listed under special abilities in their stat block. So yep, Dragon Effigies can fly.
