I know theres silverbrow human which have dragon blood in them and it makes them able to take dragon traits.

Besides the half dragon template are there other ways for draconic blood to be in races besides sorceror levels?

You'll want to read more of that chapter, it describes a few more.

Also, if you just want the subtype, look into Races of the Dragon, which has some with it.

The Dragontouched feat from Dragon Magic gets you the Dragonblood subtype. That means you qualify as a Dragon. It also gets you +1 hit point, +1 to Spot, Search and Listen, +1 to saves versus paralysis and sleep, and you can take Draconic feats as if you were a Sorcerer of your character level. It's a one-stop all-purpose feat for anyone who wants to be Dragon-ish without spending LA or picking a particular race.

Also in Dragon Magic, you can find specific Dragonblood races. The Silverbrow Humans you mentioned are there, as are Deepwyrm Drow and Half-Drow, Fireblood Dwarves, Forestlord Elves and Half-Elves, Stonehunter Gnomes, Glimmerskin Halflings, Viletooth Lizardfolk, Sunscorch Hobgoblins, and Frostblood Orcs and Half-Orcs. Let's also not forget, as Atemu mentioned, Races of the Dragon, and its Half-Dragons, Dragonborn, Spellscales, and the ever-infamous Dragonwrought Kobold.

Note that the dragonblood subtype and the dragon type are different things. Having the dragonblood subtype is not the same thing as being a dragon and being a dragon is not the same thing as having the dragonblood subtype. The two relate to one another in certain ways but they are distinct from one another.

That's the advantage the DWK has over the other races above. They all have the Dragonblood subtype, but DWK's type actually changes to Dragon.

This, of course, leads to a more-than-minimal amount of cheese. But still, it's a technical, if occasionally important, distinction.
