Is there a way to stop Planeshifting spells and abilities in a given area, while still allowing Teleportation spells to still function(assuming the Teleporter is coming from the same plane) Permanently if possible, or something that can be turned on or off.

Teleportation uses the astral plane, so anything that blocks planar travel also blocks teleportation.

Earth Glide or other alternatives to teleportation might be worth considering.

In general? Not without homebrew (or something near enough to not make a difference). For one specific person? Use Extraordinary Spell Aim (ESA: Complete Adventurer) or Selective Spell (SS: Shining South) on a Forbiddance (http://www.d20srd.org/srd/spells/forbiddance.htm) spell in the target zone. That would allow one person to teleport in and out without restriction, but block everyone else... well, unless they have SR or a Spell Immunity. To bypass that, you'll need to step up the game a bit - that requires a Dweomerkeeper (from the Complete Divine Web Enhancement (http://archive.wizards.com/default.asp?x=dnd/we/20040522a)) using Supernatural Spell on Miracle (http://www.d20srd.org/srd/spells/miracle.htm) to duplicate Forbiddance (http://www.d20srd.org/srd/spells/forbiddance.htm) with ESA or SS to the same effect (gets rid of SR - as a bonus, also removes the material components).

Spell Resistance only applies to the damage component of Forbiddance. The planar travel block is automatic with no SR or save. That also rules out Spell Immunity since it just functions as infinite SR.

If that's the ruling at your table - I'm guessing based on the "Such effects simply fail automatically." line? - then that works at your table. However: The spell itself is SR: Yes, not SR: See text, and the spell does not have a line that explicitly says "Spell resistance does not apply to this aspect". It is ambiguous enough that a DM could rule it either way, I suppose (I always treated it as SR:Yes for all aspects, personally).
