The less intelligent and much thicker cousin of the Regolith (http://www.giantitp.com/forums/showthread.php?t=38992), Pedoliths are far more blunt, generally charging straight into combat and attempting to bludgeon their foes into submission. They will often attempt to engulf if anybody who they are fighting is size small or less. Pedoliths appear to be creatures composed of thick soil instead of dust, colors varying from a traditional deep brown to even shades of yellowish orange, as they can be constructed of any form of soil or loess.

Dust Being (thick): Pedolith are immune to piercing damage, Although slashing and bludgeoning deal normal damage.
As a thick dust being, a Pedolith can squeeze through any hole that soil could get through.

Earth Mastery: A Pedolith gains a +1 bonus on attack and damage rolls if it and its foe are touching the ground. If an opponent is airborne or waterborne, the elemental takes a -4 penalty on attack and damage rolls. (These modifiers are not included in the statistics block.)

Engulf: A Pedolith may engulf a target in its body, in an attempt to suffocate it with dirt. This strategy is usually used when facing a lone opponent. The Pedolith initiates a grapple check. If it succeeds, it pulls the creature into itself. The engulfed creature begins to choke on the dirt of the Pedolith. Every round it has to make a DC 25 fortitude save. If it succeeds, it can attempt an escape artist check against the Pedolith’s grapple check to break free. If a creature is trapped within a Pedolith for an amount of time longer than it can hold it’s breath, it suffocates.

Earth Glide: A Pedolith can glide through stone, dirt, or almost any other sort of earth except metal as easily as a fish swims through water. It’s burrowing leaves behind no tunnel or hole, nor does it create any ripple or other signs of its presence. A move earth spell cast on an area containing a burrowing Pedolith flings the elemental back 30 feet, stunning the creature for 1 round unless it succeeds on a DC 15 fortitude save.

How do you determine CR, though?

It has more HD than its CR, and FH, not to mention immunity to piercing damage and a perfect BAB. That seems big.

Then again, CR just means against a whole party that level, so I suppose that's fair. Please ignore previous statement.

You might want to change the entry for engulf. Right now it says "in an attempt to suffocate it with dust". This is dirt, right?

Does the elemental plane of Earth just birth these beings by itself? If they're neutral why do they attack random people they come across? They're above animal intelligence, so they're just not hunting for food stuff.

I don't see where it says "attacks random people". That said, they're monsters in D&D; most of them generally do that regardless of alignment.

Also, please take a look at the last time a thread has been active before you post in it.
