Spell of the Gods:

An epic spell, in effect, a Super wish, that can be used to manipulate the very strands of destiny itself.

It costs a level 17 spell slot to perform, but when cast it has the power to:

Duplicate any single SDA once per day.
Imbue a subject with one 0-8th level spell of any type as a supernatural ability.
grant the ability to any single creature the power to utilize up to all 3rd level spells at will.
Grant the ability to use any SDA to use once per day(permanently) to any single subject who performs a certain Quest(Task).

Non-magic users may utilize this to the same effect as the Wish spell once per year, but it requires a high wis, int, and cha score, all of which must be at least 17. Few non-magic users have that, except for scribes, etcetera.

Notes: Magic users who have already used all of their 17th level spell slots may use Spell of the Gods as an extra wish spell once per day. Except that they have the ability to grant somone the use of a single 1st level spell at will, as a permanent effect.

It's the spell of creation from the old Excalibur movie.

Helen Mirren used it a lot there, and look what happened to her.
