The Two Weapon Fighting feat has a rather onerous requirement for a Dex of 15. (Even a requirement of a Dex of 13 would be a massive improvement.)

But, given that, is there any way other than two levels of Ranger to be able to get that feat without a Dex of 15?

If you are open to 3rd party feats, Dreamscarred Press has Prodigious Two weapon fighter which amongs other things allows you to use Str to qualify for TWF and related feats instead of Dex.

You could be a monk or brawler and simply flurry, which provides most of the same benefits.

You could also, depending on what class you are, focus on getting a bunch of natural attacks instead and using those.

Slayer 2nd level would also grant this

This. Two levels of Slayer, pick up Style Feat as your first talent.

If he doesn't want 2 levels of Ranger why would he want 2 levels of Slayer?

(Although I do think Slayer is a slightly better dip.)

If you are proficient with the Battle Poi (an exotic weapon) you are treated as having the TWF feat when wielding two battle poi. It's a niche option, but worth mentioning. A TWF Battle Poi Warpriest is an interesting build, for example.

Grow a third arm.
Creatures with 3+ arms use Multiweapon fighting (http://www.d20pfsrd.com/feats/combat-feats/multiweapon-fighting-combat) instead of TWF, and Multiweapon only has a requirement of DEX 13

Sadly this suggestion is more interesting than it is practical. The only ways to gain an extra arm are Summoner 10+ (the Aspect ability, or Synthesist any level), or Alchemist>Vestigial Arm (this is more a 'technicality' than actually useful, as the 3rd arm does not grant any extra attacks).

Take one level of Magus, then use Spell Combat with either the Brand or Arcane Mark cantrips, and you got your second attack. This does limit your weapon selection somewhat, though.

Thank you all for the suggestions!
