Does anyone know of a psionic npc class?

no, but it would not be too hard to adapt one from adept,

have the same progression for level of power known, and for power points per day add up all the spell levels of the spell slots the adept gets per day and double it for PP per day (0 count as 1st).
example - level 5, 3 0 level, 2 1st ,1 2nd per day.
(1*3) + (1*2) + (2*1) = 14 pp per day which is comparable to the psion when he gains 2nd level powers (a few levels earlier) and it gives a similar amount of PP when they both have 5th level powers too.

the more difficult thing would be powers known.
i would personally have them pick a discipline and get all the powers on it as they become available, and then get 1 power per level from the psion list. possibly include other psionic lists.
they should have about 30 powers known up to 5th level powers at level 20 (with telepaths having a few more) this is similar to the amount of powers a psion has, but of a much lower level.

just like comparing adept to wizard, adept gets 60-70 spells known and a wizard gets less from leveling but can choose them freely and can learn others, as well as much higher spell levels so it evens out. (this is obviously without the obligatory more free spells and dumping WBL into your spellbook).
adepts and clerics work similar and get similar amounts of spells known, just adepts don't get higher spells.

so this psionic adaptation is very simple and gets the desired effect without making your own complex tables, as well as restricting the powers known enough so that it does not have the free roam of powers the psion gets.

The whole "no powers known" thing for the Augur seems kinda weird.

The easiest thing to do while staying in 3.5 would be to hijack the power progression of a Psychic Rogue and then make them choose powers from the general psion/wilder list. Caps out at 5th level just like adept, low powers/day and known.

Another option would be to make an Ardent and just give the NPC access to fewer mantles.

Hah! That was going to be my response. To be fair though, the Pathfinder Soulknife from Dreamscarred Press is actually pretty awesome.
