Maximum Racial Dexterity Bonus

I have a challenge for the playground: I want a race/template(s) combo that gives me maximum dexterity. It must follow these guidelines:
Max LA: +2, but +1 is better.
Max RHD: 1 if LA +1, 0 if LA+2. Again, 0 is preferred
Size: Medium or Small
No paragon classes.
No homebrew, no pathfinder. 3.5 (and some 3 maybe) only, but any and all 3.5 sources are okay if they're cited with books.
All races must be cited with books.
I would prefer no massive negative bonuses, but I'm willing to check out whatever you come up with.

Chaond (MM2) or catfolk (RotW) both give you +4 for +1 LA. A level in the half-fey savage progression (http://archive.wizards.com/default.asp?x=dnd/sp/20040213a) and the shadow walker template (UE) both give an additional +2 for +1 LA. Add unseelie fey (DrC) for a final +2 for +0 LA. So total +8 for +2 LA or +6 for +1 LA.

Petal has +10 for +2 LA, but it may only be available as a cohort.

Air Goblin is +4 and LA 0, so you can get up to +10.

Yankees give +2. but 'Zerai have +6.

I feel I should mention that anything with 1 racial HD can just replace it with a class level instead anyway.

A Small Aberration with +1 LA and 0 RHD, +2 str, +10 dex, +8 con, -2 int, +2 wis, -4 cha

and a bunch of bonus feats, natural attacks, and other fun stuff.

And Murkdweller (Serpent Kingdoms) & Jermlaine (MMII) both has +6 Dex at LA 0

Not a race or template, but the Deformity (Gaunt) feats adds +2 Dex at the cost of 2 Con.
