A few of my friends are really into Deus Ex, a cyberpunk shooter/rpg that came out on PC in 2000. I was wondering if anyone has made D20 rules, and if not, what I could use as a basis and then modify.

D20 modern might present you with a basis at the very least; or, if you're not married to the idea of using d20 strictly, try GURPS cyberpunk, or Shadowrun.

Shadowrun is the right system for Deus Ex. Period. There may be a d20 SR conversion. I haven't tried it, but if it does exist it's worth looking into.

Heck no. I've seen posts over these boards of people trying to convert EVERY good piece of fiction into a d20 game. D20 does a poor work on representing a high fantasy world already, much less something different!

For Deus Ex, use Shadowrun, Cyberpunk (though this one might probably not be the best idea, the mechanics are even worse than DND) or Fading Suns.

I maintain that Savage Worlds can run anything!

Actually it can't. But it could probably run Savage Worlds, which is what's important.

Assuming you havent used Shadow Run nor Savage Worlds, or just just prefer D20, you've got D20 Cyberspace (http://ww2.wizards.com/Company/Products/Default.aspx?doc=881847400) which is based off Modern and D20 Future -- that have basic rules posted on the Modern SRD (http://www.dominion-x.net/d20-msrd/index.html).
