Simply something that occurred to me after I reread the rules and came across a phrase mentioning that it's "generally frowned upon". When is it not, if at all? Or am I just reading too much into a throwaway phrase?

Double posting is sometimes necessary in play by post games to get dice rolls that were forgotten or unexpected in the previous post (crit confirm rolls, for example) to work. Some homebrew projects are extremely long, longer than the single post character limit (which is 50000), and may reserve multiple posts at the start of the homebrew's thread in order to have room for the whole thing uninterrupted. There are probably other similar reasons I haven't thought of. In general, if there is a specific reason for the double post that cannot be accomplished by editing the previous post, it is permissible.
Note that "bumping", bringing a thread back to the top of the list to attract more attention, is specifically not an acceptable reason for a double post, even though it is something a new post would accomplish while an edit would not.

Furthermore, in a general discussion thread, if a day has passed and you have new information to add (not just a bump), then a new reply with this new information is often acceptable. However, if this happens a few times in a row with no reply, then chances are people just aren't interested in the discussion and you should act like Frozen (https://www.youtube.com/watch?v=moSFlvxnbgk).
