Ok i have an Avariel player and this was going to be his regional flight but i can not locate it, anyone know where it is located?

You won't find it; it's not in any books. According to Sean K. Reynolds (http://www.seankreynolds.com/rpgfiles/we/ZZZracesoffaeruncutfeats.html), it was in an earlier draft of Races of Faerun, but was cut. The racial feat entry for Avariels was never amended to account for the change.
