Looking for an LA 0 or LA 1 race

Hello all, I'm wondering if there is a race with a wisdom and constitution bonus, for 3.0 or 3.5? I have seen the LA1 Uldra, from Frostburn, but I'm wondering if there is a medium sized race with these stats.

On that list, I found Lesser Ice Para-Genasi (Dragon Magazine plus the Player's Guide to Faerun Lesser Planetouched rules) and Tortle (Dragon Magazine).
