I know the standard for a obtained wand or scroll's save DC is 10+Spell Level+Minimum ability score modifier needed to cast spell, but what about ones you create yourself? Does it then use your ability modifer?

Nope, you're stuck with the base formula. You can talk to your DM about allowing the Enhance Item feat from the Epic Level Handbook to use your key ability modifier instead of the default for items you built (strangely, not an Epic feat, so you can take it whenever).

All magic items use the same formula, regardless of who created them. (DC 10 + spell level + minimum ability modifier). The only exceptions are staffs, which can use your ability score modifier (and any relevant feats) if it would result in a higher save DC.
