Anyone have either official or homebrewed rules for molotovs? Damage, throwing, etc.

I don't believe there are offical rules for molotovs. As for homebrew I would go along the lines of the DMG (pg 267):
Fire bomb, 1 action to use, 2d6 fire dmg, range 60 feet, everything 5 feet from the target needs to make a 12 dex save, on a unsuccessful save target also receives 1d6 dmg for the next 3 rounds and must spend 1 action to extinguish, on a successful save target only get half dmg form 2d6.

I concur with JohnDaBarr's suggestion of using the Fire Bomb explosive from the DMG to represent molotovs.

what the other guys said, plus some extra consideration on how to extinguish
a molotov spreads liquid thats on fire. if a player uses a bucket of water to extinguish, make it so the fire spreads more
if clothes get soaked, its not just patting the zone and keep walking
you need to roll in dirt, or submerge completely
