Abyssal Shards?

Can the abyss have shards of old layers that no longer exist? Like could a evil NPC actually find a small fragment of the abyss? I remember somewhere someone had an item created from a shard of the abyss but i might be remembering wrong

I think that's 4e fluff. Asmodeus created his Ruby Rod from a shard of the Abyss, and the demons want it back, which is the reason for the Blood War.

I was thinking of a group of NPC's seeking for their own shard to use its power to turn one of them into a demon lord

i was going with it is a primordial piece long lost but recently emerges once more, at the same time an ancient being appears.
